Plagiarism Policy
The Jurnal Transformasi Sektor Publik (JTSP) is committed to maintaining the integrity and originality of scholarly publications. All submitted manuscripts must be the authors' original work and must not contain plagiarism, data fabrication, or other forms of academic misconduct.
Similarity Screening
Every manuscript submitted to JTSP is screened for textual similarity using plagiarism detection software before entering the peer-review process.
The Editorial Office evaluates similarity reports carefully, considering both the percentage of similarity and the nature of the matched content.
Acceptable Similarity
To ensure academic integrity, the journal applies the following similarity thresholds:
- Overall Similarity Index: not more than 20%
- Similarity from a Single Source: not more than 3%
These thresholds serve as editorial guidance and do not automatically determine acceptance or rejection. Editorial decisions are based on the quality and context of the similarity report.
Forms of Plagiarism
The journal considers the following practices unacceptable:
- Direct plagiarism
- Mosaic plagiarism
- Self-plagiarism or redundant publication
- Improper citation or unattributed use of others' work
- Data or image plagiarism
- Translation plagiarism without proper acknowledgment
Editorial Action
If plagiarism or unethical text reuse is identified, the Editorial Board may take one or more of the following actions:
- Return the manuscript for revision.
- Reject the manuscript.
- Retract a published article when necessary.
- Notify the author's affiliated institution in cases of serious academic misconduct.
Authors' Responsibility
Authors are responsible for ensuring that their manuscripts:
- Are entirely original.
- Properly acknowledge all sources.
- Include appropriate citations and references.
- Do not infringe copyright or intellectual property rights.
Ethical Commitment
JTSP upholds the principles of academic honesty, transparency, and research integrity. The journal follows the ethical standards and recommendations of the Committee on Publication Ethics (COPE) in addressing plagiarism and publication misconduct.
