Peer Review Process
The Jurnal Transformasi Sektor Publik (JTSP) implements a Double-Blind Peer Review process to ensure the quality, originality, and scientific contribution of every published manuscript. The identities of both authors and reviewers remain anonymous throughout the review process.
Each submitted manuscript undergoes the following editorial procedure:
1. Initial Submission
The manuscript is submitted through the Journal Online Submission System (OJS).
2. Editorial Screening
The Editorial Office conducts an initial assessment to evaluate:
- Compliance with the journal's Aim and Scope;
- Adherence to the Author Guidelines and manuscript format;
- Completeness of the submission files;
- Overall scientific quality and originality.
Manuscripts that do not meet these requirements may be returned to the authors before peer review.
3. Similarity Screening
All manuscripts are screened using plagiarism detection software to ensure originality and compliance with the journal's publication standards.
4. Double-Blind Peer Review
Eligible manuscripts are evaluated by at least two independent reviewers with expertise in the relevant field.
Reviewers assess the manuscript based on:
- Originality and novelty;
- Scientific significance;
- Methodological rigor;
- Validity of results;
- Quality of discussion;
- Contribution to public administration and public sector studies;
- Clarity of presentation;
- Relevance to the journal's scope.
5. Editorial Decision
Based on the reviewers' recommendations, the Editor may issue one of the following decisions:
- Accept
- Minor Revision
- Major Revision
- Reject
The final publication decision is made by the Editor-in-Chief.
6. Revision
Authors receiving revision requests should submit the revised manuscript together with a detailed response to reviewers within the specified deadline.
Revised manuscripts may be returned to the reviewers for further evaluation if necessary.
7. Final Acceptance
After the manuscript satisfies all editorial and reviewer recommendations, it is formally accepted for publication.
8. Copyediting, Proofreading, and Publication
Accepted manuscripts undergo copyediting, layout editing, proofreading, and final author approval before publication in the assigned issue.

Peer Review Principles
JTSP is committed to maintaining a fair, objective, confidential, and timely review process. Editors and reviewers adhere to the principles of the Committee on Publication Ethics (COPE) and evaluate manuscripts solely on their academic merit, originality, methodological quality, and contribution to the advancement of knowledge, without discrimination based on nationality, gender, institutional affiliation, or personal background.
