Kolaborasi Multiaktor dalam Mendukung Pencapaian Sustainable Development Goals di Indonesia

Abstract

Achieving the Sustainable Development Goals (SDGs) requires a collaborative governance approach capable of integrating multiple stakeholders to address increasingly complex development challenges. This study aims to analyze the role of multi-actor collaboration in supporting SDG implementation in Indonesia, identify the major challenges affecting its effectiveness, and formulate strategies for strengthening collaborative governance. The study employed a qualitative approach using a library research method. Data were collected from peer-reviewed journal articles, academic books, government policy documents, and reports published by international organizations, and were analyzed using qualitative content analysis through data reduction, categorization, synthesis, and interpretation. The findings indicate that collaboration among government, the private sector, higher education institutions, civil society organizations, the media, and local communities enhances SDG implementation by integrating resources, promoting policy innovation, strengthening public participation, and supporting evidence-based decision-making. Nevertheless, several challenges remain, including institutional fragmentation, sectoral ego, limited data interoperability, unequal stakeholder capacities, and weak cross-sectoral coordination. This study proposes a Collaborative Governance-based multi-actor collaboration model that integrates institutional arrangements, collaborative processes, and digital transformation to strengthen sustainable development governance. The proposed model provides a conceptual framework for improving stakeholder synergy and accelerating the achievement of the 2030 Sustainable Development Agenda in Indonesia.
